Amunggut Tabi is the initiator West Papua Refugee Relief Association (WPRRA), under the order of the Supreme Commander of West Papua National Liberation Army – Free Papua Organisation (TPN/OPM) Gen. Mathias Wenda on 1 December 2006. The order was given to Col. Amunggut Tabi and carried out by Captain Apemusi Karoba together with Col. Amunggut Tabi.

The formation of WPRRA .as instrumentally coordinated and assisted by the then the famous Papua New Guinea Human Rights Lawyer Powes Parkop.

Lawyer Parkop helped both Tabi and Karoba to formally establish the WPRRA in 2009.
